- Policy analysis is a research technique used by TGOW-I consultants to examine and evaluate the extent to which an adopted public policy is doing what it is intended or obligated to do. It can be defined as the process of determining political efficacy - whether a policy is achieving a given set of stated goals and objectives.
Policy analysis can be divided into two major fields:
- Analysis of existing policy, which is analytical and descriptive – it attempts to explain policies and their development; or
- Analysis of new policy, which is exploratory & prescriptive – it is involved with formulating policies and proposals (e.g., to improve the quality of education), and the logic of steps derived to address public concerns.
TGOW-I's policy analyses have focused principally on the right to quality education for African American students across state-wide systems in Georgia, Ohio, California & Mississippi, and the African Diaspora. The focus of this work has ranged from:
- An examination of early childhood learning and care policies
- Improving civic education
- Infusing critical, creative, and African-centered content
- Expanding adult & continuing education systems
- Regional, national & international policies and accreditation standards related to distance education, and
- The design of online academic support systems.
